William
O. Blackwood, Ph.D.
President and owner of DWB &
Associates, a small business located near Washington, D.C., which specializes
in quality management implementation efforts, business process reengineering,
organizational development, strategic planning, and leadership
development. Dr. Blackwood has over 30
years of human resource planning and management experience. He has directed and managed organizational
and managerial analyses, planned and successfully implemented large
organizational change projects, designed and established quality programs, and
established successful strategic planning processes.
He has significant experience in both the
public and private sectors of the economy.
In the private sector, he has consulted with the American Red Cross,
Bell Atlantic (now Verizon), Crestar Bank, Pittsburgh Plate Glass, Rockwell,
General Dynamics, FMC, UtiliCorp, Lutron, and Collegiate Funding. His public sector experience ranges from
county and state governments to Federal Government departments such as the
Department of Defense (all services and components), CIA, Department of
Transportation, Department of Treasury, and the U.S. Immigration and
Naturalization Service.
Dr. Blackwood has been supporting the
Florida Department of Health in their quality implementation efforts since
1997. In addition, he has supported the
Florida Agency for Health Care Administion, the Department of Military Affairs,
the Florida State University School of Nursing as well as county health
department and Children’s Medical Service (CMS) program offices across the
state. For the last two years, he has
been providing leadership and coaching services to over 130 executives in the
Florida Department of Health. Dr.
Blackwood provides leadership training services to the Federal Executive Institute in
Charlottesville, VA and the Western Regional Management Development Center in
Denver, CO.
Prior to forming DWB & Associates, Dr. Blackwood was a Vice President with Hay Systems Inc., and a Senior Consultant in the Hay Group. He provided human resource consulting services principally to federal, state, and local governments. He was the client and project manager for the Kansas Department of Revenue work supporting the Kansas Tax 2000 project. The work involved job design, workforce planning, job and individual competency assessments, employee satisfaction surveys, organizational culture assessments, performance management, compensation, and organizational design and development.
He was the client and project manager for the
Arlington County high performance organization initiative. Work performed under the contract
included: personnel selection, employee
surveys, training in business process reengineering and compensation planning,
and coaching in change management. Clients
within the county included: the
executive leadership team, Department of
Personnel, Police Department, Fire Department,
Department of Human Services, and the Office of Technology and Information
Services.
Prior to joining the Hay Group, Bill was the manager of the Human Systems Department (HSD) (1991 - 1993) of ATI which later merged with PRC and became now as PRC. As the Department manager, he directed over 45 people in 5 locations through out the United States. HSD provided human resource consulting services principally to the DOD and Civil
sectors of the Federal Government. The major areas of business were in Total Quality Management, strategic planning, training, and human resource studies and analyses.
He served as the Program Manager for the Army's Model
Improvement and Study Management Agency for Human Resource Analysis. Tasks conducted under this contract include
the Army civilian personnel downsizing analysis, cost reimbursable civilian
training analysis, a feasibility analysis to determine the viability of
building a National Workforce to support integrating human factors
considerations into the federal acquisition workforce.
Prior to joining ATI, Dr. Blackwood served in the U.S. Army for over 20 years as an Infantry Officer and served his last six years of active duty on the Army and OSD Staffs. He has been awarded the Legion of Merit and the Bronze Star as well as numerous other decorations.
He holds a Ph.D. degree in Education from
the University of Florida and a B.S. in Psychology and Education from Norwich
University. Dr. Blackwood has
memberships in the American Management Association, the American Society for
Quality, the International Coach Federation, and is currently serving as an
Examiner for the Unites States Senate Productivity and Quality Award for
Virginia. Among other things, he has
been a University Trustee (5 years), a member of the National Research Council
(5 years), and a Malcolm Baldrige National Quality Award Examiner (3 years).
He is married and has three married daughters and two grandsons.
